Conditions for obtaining service

According to basics approved by the Cabinet, which are:

  • The concentration should be extramural for cities and villages in which electricity distribution companies have executed electricity grids.
  • The land on which houses are built should not be owned by the government unless there was an approved authorization by the government.
  • The site should have a duly certified organizational plan stating the organizational borders, roads capacity and site of all houses, provided that the capacity of the roads on which low-voltage grids are established are no less than (4) meters, within the region, organizationally approved and no grids established in private properties are funded.
  • Installing electricity on “Fils Al -Reef” account for population concentrations consisting of a minimum 3 separate, adjacent houses and require electricity grids (medium voltage, a substation in addition to low-voltage utility poles) unless there were technical constraints and the cost rate of each house not exceeding (6000) JD.  
  • In the event of any private or governmental projects or a military location within the concentration included in the project or near it, and if these parties wished to benefit from the substation the project is establishing, it is agreed to contribute in the difference of the transformer’s cost provided that the transformer has a capacity greater than the intended for this concentration according to the services prices.
  • Adopting the standard of poor families instead of “poverty pockets” areas, and according to a submission from the Ministry of Social Development based on the basis set by the Ministry of Social Development and the Ministry of Planning and International corporation, and according to “the understanding agreement signed on 16/5/2012 with the Ministry of Social Development” to install electricity for houses that the basis apply to and with a maximum of (6000) JD cost.
  • Installing electricity on “ Fils Al-Reef account” for farms containing artesian wells provided that all the required licenses are duly obtained by the Ministries and the concerned government departments with the contribution of “Fils Al-Reef” project with a cost of (12,000) JD in the event of installing electricity from an existing electricity grid and with a contribution rate not exceeding 50% from the actual costs of the location or with a contribution of (20,000) JD if solar energy units were used (photovoltaics) provided that the contribution not exceed 75% of the actual costs of the location. The contribution of “Fils Al-Reef” for artesian wells belonging to charitable or corporative associations with a rate of 100% if solar energy units and with a rate of 50% if the electricity was installed from the existing electricity grid according to the determinants agreed on by (Ministry of Energy and Mineral Resources, Ministry of Water and Irrigation, Ministry of Social  Development, Ministry of Agriculture and Ministry of Municipals Affairs and according to the understanding agreement with the National Energy Research Center).
  • Installing electricity on “Fils Al-Reef” account of for individual houses outside the organization with a maximum cost of 6,000 JD.

 

According to the decisions of the Supreme Steering Committee, which are:

  • Allow the project management to approve the executive plans that include the total of the actual cost to the approved estimated cost by the committee with a rate of (15%), and more than this rate shall be resubmitted to the Supreme Steering Committee.
  • The regulation type for rural, agricultural and green housing is considered “intramural”, and has its own regulatory provisions.
  • The regulation type of agricultural units in Al-Ghor area is “extramural”.
  • Joint inspection by the concerned in the Ministry of Energy and Mineral Resources and distribution companies depending on concession areas where the inspection result is certified by the representatives of both parties.
  • Signing the lists of the works required to be presented to the committee by the concerned engineer and the head of the concerned division.
  • Duly excluding cases that require connecting a single low-voltage utility pole inside the plot of land of the subscriber from the application of organizing a road.
  • Commitment to execute the sites and receiving them according to the approved cost by the supreme steering committee and complying with its decisions about the matter, and any increase in the cost shall be paid by the beneficiaries.
  • House definition “to have a constructions’ license and occupancy permit, it should be built from concrete (columns and ceiling) and the plastering is completed. The house should consist of at least a room, kitchen and a bathroom and its area should be approximately (35) square meters for building and with a height no less than 2.5 meter).
  • The concerned persons in the Ministry of Energy and Mineral Resources shall ensure that the regulatory methods are available for the locations of beneficiaries that include installing electricity to their locations legally and before presenting to the committee.
  • Approving to install electricity for the house situated extramurally and the basis apply to it in terms of house definition with a maximum of (6,000) JD and that the distance separating the last column and the transformer not exceeding (1200) meter.
  • Taking into account that the distance separating the last house to be connected to electricity and the substation is not more than (1200) meter, and the transaction is not approved to be presented to the supreme steering committee unless the concerned distribution company approved based on the concession area.
  • In the event of submitting an application for installing electricity to a house registered under the name of a party that concluded a closed-end leasing, there is no objection in installing electricity to the plot of land in the event that all basis and approved technical conditions are available.
  • The houses of non-Jordanians are calculated for purposes of number not cost, provided that it does not contradict with the laws or instructions of the Cabinet Office.
  • The applications of installing electricity to rented lands owned by the Treasury of the Hashemite Kingdom of Jordan are approved provided that an authorization from the Cabinet Office exists duly for the beneficiary to install electricity to the location.
  • Asking the beneficiaries to refer to the electricity distribution companies according to concession areas to refer to the concerned company to determine the location of the substation to decrease latter objections and ensuring the speed of execution.
  • If the distribution companies were not able to install a transformer of 25 kVA for beneficiaries and for their service the existing transformer is transferred in a way that does not exceed the determined cost for this purpose, and submitting a detailed report for each case.
  • Approving on accounting the extramural locations and they are serviced from intramural grids on the basis of organizational type for each part.
  • The commitment of electricity distribution companies to submit a monthly report of the work progress according to the unified form and approved by the previous supreme steering committee.
  • Approving to apply a period of two months from the certification date on the design plans by the Ministry of Energy and Mineral Resources as a performance indicator for the locations that the electricity distribution companies are assigned to execute.
  • Not removing any materials installed on “Fils Al-Reef” account till after notifying and agreeing with the concerned persons in the Electricity and Rural Electrification Directorate and reinstalling the electricity grids for the executed  locations on the account of “Fils Al-Reef” when any of the concerned parties follow-up and completing the conditions of installing electricity to their houses on the account of the electricity distribution company and with the specifications which have been accounted for,
  • Approving the design plans provided by the distribution companies in general, which consist of the design in the substations of capacity 25 kVA one FAZ  so that the least cost is approved in comparison to the needs according to the regular design and in the interest of the beneficiary (houses, farms containing artesian wells which was previously approved and agricultural units containing ponds for agricultural purposes) in a way that does not exceed the estimated cost approved by the supreme steering committee. 
  • Approving the reimbursement of subscription fees (meter) for houses to be served from the account of “Fils Al-Reef” across the Kingdom.
  • Ensuring on approving employment housing for the extramural areas while considering the applicability of the approved basis to install electricity on the account of “Fils Al Reef”.
  • Asking applicants continuously to submit new original copies of the location documents to be connected to electricity.
  • The Administration of Rural Electrification shall conduct the required inspection on the areas to be connected to electricity after ensuring their applicability to the established basis, which are sent to the executing distribution company to make the necessary design and determine the actual quantities required to execute the location, and the Administration of Rural Electrification shall submit it to the supreme steering committee for requesting an approval for execution.
  • Taking into account the applicability of the basis when certifying the design plans.

Procedures

Procedure no. (1): receiving applicants, requests and conducting field inspection:

  1. Receiving the requests of installing electricity from citizens attached with the required documents according to the transaction classification for beneficiary sectors and previously mentioned.
  2. The concerned persons in the division of rural electrification projects follow-up and sub-offices shall audit the documents and register the requisition depending on the approved form in the Rural Electrification Directorate, and in the event of documents incompletion the concerned party shall be contacted.
  3. The concerned persons shall conduct an office study for the received transactions based on the approved basis while taking the following into account:
  • Determining the beneficiary sector according to the nature of the transaction and the submitted documents as follows:
  • Extramural individual houses.
  • Poor families based on the social situation study.
  • Locations containing artesian wells.
  • Other cases that basis do not apply to.
  • Joint field inspection with the electricity company representative according to the approved forms in the Electricity and Rural Electrification Directorate.
  • Preparing the report of the joint inspection for the populated areas according to the approved forms in the directorate and signing it by the engineer/ surveyor in charge of the area and the representative of the electricity distribution company based on the concession area and the head of the region and filing it to the division of rural electrification projects follow-up together with the recommendations according to the approved basis.
  • The division of rural electrification projects follow-up review and audit the field inspection compatibility with the general and private basis of the section under consideration, the submitted documents and determining the need for a joint auditing inspection or not.
  • If a joint auditing inspection was required, the approved form shall be filled and the transactions collected and tabulated according to the assigned team and schedule for the division of rural electrification projects follow-up.
  • The team of joint auditing inspection shall prepare a report of the location, identify the differences (if any) and file it for certification by the director of Electricity and Rural Electrification Directorate and transfer a copy to the region’s engineer for opinion statement if there were differences and completion of procedures.
  • Submission with apology or presenting the locations compatible with the basis to the supreme steering committee after endorsement by the director of Electricity and Rural Electrification Directorate and taking the appropriate decision regarding installing electricity to the location.
  • Endorsing the record duly, after the meeting of the supreme steering committee and notifying all beneficiaries based on the record with approval or apology via (text messages, letters of apology, by phone and letter of apology for official parties, and placing the record on the Ministry’s website).

 

Procedure no. (2): endorsing design plans

  1. Receiving and registering the design plans by the division of rural electrification projects follow-up for all the concerned regions while taking into account rural electrification of northern and southern regions by providing tables that contain the received plans from the distribution companies and according to the concession areas.
  2. Auditing the plans for purposes of endorsing the design by the concerned parties in the regions and inclusive of the availability of all the documents and its compatibility with the approvals, basis and policies approved and doing the following:
  • In the event of approved basis compatibility in the Ministry of Energy and Mineral Resources, the need to either conduct a field inspection or not is determined and a report is filed about that.
  • If the transaction required a field inspection, the transaction is tabulated according to the schedule of the division or the concerned divisions and doing that together with recommendations.  
  • In the event of basis incompatibility or the unavailability of the required documents, the transaction shall be studied, the appropriate decision made and the concerned party notified.

 

  1. The division of rural electrification projects follow-up shall audit the documents and inspect the field auditing based on the needs, and in this case the basis compatibility and completion is verified and the procedures are completed as follows:
  • Preparing a bill of quantities.
  • Comparing the design and estimated quantities and registering them, writing down the observation and stating the rate of increase or decrease according to the provisions.
  • In the event of redesigning, the previous table shall be kept with the addition of the new design on the same form.
  • If all documents were not available, the beneficiary/ beneficiaries are contacted for bringing the required documents and filing a report to the division of rural electrification projects follow-up that clarify the state of the transaction.
  • Transferring the transaction to the director of rural electrification for endorsement and then transferring it for the Secretary-General’s approval.
  • The concerned persons in the division of rural electrification projects follow-up shall receive the transaction from the office of the Secretary- General to do the following:
  • Registering the transaction.
  • Transferring the transaction to the distribution company according to the concession areas.
  • Ensuring the registration of the concerned indicators, updating performance main and operational.
  • Filing a quarterly report that include the performance indicators; main and operational regarding the matter.
  • Providing the departments and divisions with copies of the certified design plans and performance indicators.
  • Archiving the design plans in the original transaction and electronically.

 

Procedure no. (3): receiving the locations that have been executed by the concessionaire distribution companies and auditing financial claims:

  1. The division of rural electrification projects follow-up shall receive the financial claims from the distribution companies according to the concession areas and doing the following:
  • Preparing the receipt log books and tabulating the results of the tables that summarize the receipt log books, including reviewing and auditing the financial claims based on credits, previous records, design plans, bill of quantities and photos of the location.
  • Sending the prepared tables to the heads of divisions and members of the committees for auditing before proceeding in the latter procedures.
  • Reviewing the timeline provided by the distribution companies for the areas and determining the number in each of the areas in a manner that is compatible with the performance indicators for this purpose and preparing the required assignment.
  • Updating the database partially for the locations to illustrate the executed locations and not received.

 

  1. Filing the receipt records log books and the related tables to the committee assigned of receipt based on the approved assignment and that include:
  • Ensuring the completion of filling the records log books and the related tables and auditing them together with the previous credits, bills of quantities, endorsements, the approved basis and presenting any observations.
  • Ensuring the completion of filling the tables of receipt log books summary.
  • Submitting the receipt log books and the tables summary to the technical division along with a cover book that points out any deviations from the credits and approved basis after ensuring signing it duly.

 

  1. The division of rural electrification projects follow-up shall audit the receipt log books and the signed tables and ensuring the validity of the data, then transferring it to the projects accounting division to do the necessary.
  2. Receiving the receipt log books from the projects accounting division, auditing and signing it by the projects follow-up division and sending it to the Directorate of Financial Affairs. 
  3. The division of rural electrification projects follow-up shall audit and review any incoming observation in addition to updating the database so that the locations are executed and received and transferring it to the director of rural electrification for endorsement and transferring it to the projects accounting division to do the necessary regarding preparing the financial clearing.
  4. The division of rural electrification projects follow-up projects shall receive the financial clearing from the projects accounting division, and shall review, audit and indicate any observations and then file it to the director of electricity and rural electrification.
  5. The division of rural electrification projects follow-up shall receive the report of the financial status periodically from the projects accounting division and review, audit and file a report accompanied with recommendations to the director of electricity and rural electrification to do the necessary.
  6. Reviewing and auditing the financial status by the director of electricity and rural electrification.
  7. Presenting to the supreme steering committee according to the schedule and the meeting’s agenda.

 

Procedure no. (4): auditing the financial claims and preparing set-off with the concessionaire distribution companies.

 

  1. Receiving the energy sales statements and auditing them with the approved loss rates from the body to know the value of revenue of the concessionaire distribution companies.
  2. The projects accounting division shall receive the records receipt log books from the division of rural electrification projects follow-up and do the following:
  • Auditing the record books in terms of documents and data completion (cable type, having voltage, completion of signatures, etc.)
  • Calculating the value of receipts and the price spread of each financial claim.
  1. Compatibility of the approved and endorsed quantities in the design plans with the executed locations, taking into consideration the availability of credits for any differences, in a way that does not exceed the allowed limit (15%).
  2. In the event of quantities incompatibility, the receipt record shall be returned to the division of rural electrification projects follow-up to present the location to the supreme steering committee or the receiving committee for opinion for a second time.
  3. The receipt records shall be signed by the head of projects accounting division, the head of projects follow-up division, the finance director and the director of rural electrification after compliance of the materials, the received and executed projects costs with the concessionaire company according to the concession areas with previous credits.
  4. The projects accounting division shall prepare the financial situation after limiting the value of the payments made by the company and prepare the presentation to the supreme steering committee and financial set-off.
  5. Providing the division of rural electrification projects follow-up and the concessionaire company with a copy of the receipt records after approving them by all the bodies.
  6. Preparing the financial set-off initially signed by the head of the division.
  7. Auditing the financial set-off by the head of the projects accounting division and sending it to the director of finance and then to the director of rural electrification for signature.

10. Sending the financial set-off to the concessionaire company for signature then returning it to the Ministry of Energy for the endorsement of the Secretary-General and the Minister of Energy.

11. The stamps fees are calculated for the executed works and an official letter is prepared to address the concessionaire company for fees payment.

12. Sending the financial set-off to the controller for signature.

13. Saving the documents of the financial set-off.
